Proposal guidelines

So a few first guidelines on proposals, keep in mind, these will likely change or be expanded upon as required:

1) Any council member can post a proposal
2) All council members can voice their opinion on any proposal.
3) Changes to any proposal are at the discretion of the author of said proposal.
4) After discussion has taken place the author of the proposal can request for the Principal to call a vote
5) All votes will take place in the "votes" section.
